										<content:encoded><![CDATA[<p>The Grand Harbour Revival Plan was officially launched on Thursday, marking the beginning of a national regeneration project aimed at restoring life, economic activity and public access across Malta’s most historically important harbour.</p>



<p>The plan has been put forward for public consultation.</p>



<p>The plan, led by The Grand Harbour Regeneration Corporation (GHRC), sets out long-term vision to revitalise the Grand Harbour and surrounding communities, with a strong focus on heritage, sustainability and public enjoyment.</p>



<p>The announcement was made during a press conference attended by Prime Minister Robert Abela, Minister for Environment, Energy and Public Cleanliness Miriam Dalli, GHRC CEO Gino Cauchi, GHRC Chairman Ryan Fava, and Adrian Griffiths, Director at international architectural firm Chapman Taylor.</p>



<p>GHRC CEO Gino Cauchi explained that the regeneration of Floriana and the Grand Harbour has always been a central objective of the corporation. He said the harbour, particularly areas such as Marsa, holds immense historical significance but has suffered decline over many years due to changes in maritime activity. “This area has lost it attraction over time,” he said, adding that the plan seeks to unlock the harbour’s economic and touristic potential and bring it back to life for the community.</p>

<p>GHRC Chairman Ryan Fava highlighted the importance of respecting Malta’s heritage, particularly in sensitive areas such as the former power station zone. He said the project needed to complement the country’s historical identity rather than detract from it. Fava explained that one of the first steps taken was to ensure full alignment among stakeholders, including consultants, who were given a comprehensive understanding of the harbour through site visits, including a boat tour around the Grand Harbour. “This helped reinforce the importance of strengthening and enhancing this section of the harbour,” he said.</p>



<p>Adrian Griffiths of Chapman Taylor described the Grand Harbour as a world-class asset, unlike any other harbour he has worked on globally. He emphasised Malta’s strategic position in the Mediterranean and the visible layers of history embedded in the harbour. Griffiths said the project is guided by three core principles: heritage, revival and opportunity. “Our aim is to create a natural and respectful attachment to the harbour, embedding ourselves within Maltese culture,” he said.</p>



<p>The plan proposes opening up the waterfront to the public through new public spaces, including a people’s marina, curated markets, enhanced ferry connections and improved pedestrian access. The regeneration will be implemented in phases, with the former power station area identified as the first catalyst project. This phase will involve the reorganisation and relocation of certain vessels, as well as close collaboration with relevant entities.</p>



<p>Sustainability and longevity form a key part of the vision. Griffiths noted that Valletta is already one of the most sustainable cities, having stood the test of time for centuries. The challenge, he said, is to ensure that new interventions enhance durability and long-term value without compromising heritage.</p>



<p>Minister Miriam Dalli described the Grand Harbour as both a place of exceptional beauty and untapped potential. She said the government’s goal is to ensure that the harbour, from one end to the other, becomes a destination where people want to spend time, build memories and enjoy public spaces, while still functioning as a commercial port. She stressed that the project is not the initiative of a single ministry, but a national effort built on years of studies and planning.</p>



<p>Dalli announced the launch of a six-week public consultation, inviting feedback from communities, stakeholders and the wider public. She said amendments would be considered where necessary, as the project aims to serve both maritime purposes and public enjoyment. The long-term ambition, she added, is to create a five-star destination offering new jobs, creative opportunities, public spaces and places for people to live.</p>



<p>Prime Minister Robert Abela described the launch as the realisation of a vision that began several years ago, even during the height of the COVID-19 pandemic. He recalled visiting the harbour and questioning whether such a significant area could be left in a state of neglect. “Today we are focusing on moving from vision to implementation,” he said.</p>



<p>Abela confirmed that once the consultation phase is completed, implementation will begin immediately. He reassured existing operators that no commercial activities would be eliminated, but rather strengthened and integrated. The Prime Minister said the regeneration would prioritise surrounding communities, particularly Marsa, improving quality of life and enhancing the environment while preserving the harbour’s status as one of the most beautiful in the Mediterranean.</p>

										<content:encoded><![CDATA[<p>The Malta International Airport has filed a planning application to reconfigure and expand its car park and also create a lane dedicated to Y-plate traffic.</p>



<p>In an application filed with the Planning Authority earlier this year, the Malta International Airport (MIA) seeks to reconfigure the main airport car park in such a manner that it would create 66 new parking spaces and a lane dedicated solely to Y-plate vehicles.</p>



<p>How Y-plate taxis are handled at the airport has been the topic of discussion and changes over the past few months, particularly as the Malta Taxi Licensed Association which represents the white taxi operators, argued that the &#8220;unregulated presence&#8221; of Y-plate vehicles at the airport was putting them at a disadvantage.</p>



<p>As of last month, passengers who booked taxis through ride hailing apps such as Uber, eCabs, and Bolt have to go down to the main car park in order to get picked up.&nbsp; Previously, people could be picked up right outside the airport&#8217;s arrivals hall.</p>



<p>MIA&#8217;s planning application now seeks to create a more formal environment for this new policy for Y-plate pick-ups to take place.</p>



<p>The plans envisage the creation of a largely one-lane ring round around the main car park which will be specifically dedicated to Y-plate vehicles.</p>



<p>In order to make this happen, the car park itself will be reconfigured: instead of parking spaces being laid out in parallel to the orientation of the terminal building, they will now be laid out perpendicular to it.</p>



<p>The reconfiguration will create 66 new parking spaces for patrons.</p>



<p>The area&#8217;s landscaping will also be reorganised, but no trees are expected to be removed.&nbsp; Some will be retained while others will be uprooted and then replanted once the project is complete, according to the plans. Primrose trees will also be planted within the car park itself.</p>

										<content:encoded><![CDATA[<p>Prime Minister Robert Abela&#8217;s response to the petition calling for Manoel Island to be turned into a national heritage park lacks the sense of public benefit and respect of legality that one would expect from a head of state, an NGO said Tuesday.</p>



<p>&#8220;We express our full support for the initiatives being undertaken by the government to increase green open spaces in urban areas, and applaud his mention of the recently opened Birgu Glacis park, a place very much in line with our own vision, as a prime example of the government&#8217;s efforts.</p>



<p>&#8220;However, faced with the clear request of over 29,000 people that reflects the overarching spirit of the nation, the Prime Minister gave a sadly misinformed reply while repeating MIDI&#8217;s arguments to the letter. He has clearly been listening to MIDI&#8217;s views on their own development. We now ask that he hears the need of over 29,000 people,&#8221; Graffitti said.</p>



<p>The&nbsp;<a href="https://www.independent.com.mt/articles/2025-05-26/local-news/Prime-Minister-pushes-back-against-Manoel-Island-petition-says-60-of-area-will-remain-public-6736270409"><strong>Prime Minister&#8217;s representation</strong></a>&nbsp;of &#8220;our request did not present the full picture. The Prime Minister&#8217;s response omits any mention of MIDI&#8217;s contractual obligation to substantially complete the project by March 2026. The contract stipulates that if this deadline is not adhered to, the government has the right to rescind the entire concession. He also fails to mention the covert negotiations currently underway between the government and MIDI to extend this deadline by around 10 years,&#8221; the group said.</p>



<p>Abela&#8217;s claim that the concession was granted by the PN, even though it was passed through Parliament with the unanimous backing of both the PN and the PL, makes it clear that he is trying to wash his hands of what will ultimately be his responsibility for the construction of hundreds of apartments and commercial buildings on Manoel Island, the statement said.</p>



<p>The truth is that MIDI can only proceed with its plans with the blessing and agreement of Prime Minister Robert Abela. It is clear that MIDI has little solid basis for its claim that it is due an extension of around 10 years. That means that any such extension will need to be gifted to it by the current administration.</p>



<p>We acknowledge that contracts must be respected &#8211; but that argument holds true for both parties and includes the legal clause stipulating the government&#8217;s &#8220;right to rescind the emphyteutical concession in respect of the whole of the Property&#8221;. We therefore stress that the government&#8217;s hands are not tied, and that the &#8220;private land&#8221; in question is ultimately government-owned.</p>



<p>In Robert Abela&#8217;s words, it would be &#8220;difficult&#8221; to get Manoel Island back. With that attitude, Malta would still be under the rule of feudal lord Gonsalvo Monroy.</p>



<p>Our collective effort and the 29,000+ signatories of the petition have now given him a mandate to use the obligations defined within the contract and enter these difficult, but not impossible, negotiations with the scope of giving the public what it needs to ensure health and quality of life.</p>



<p>&#8220;We invite the Prime Minister to rise to the occasion and work towards a solution that benefits the people of Malta to the fullest extent. While such negotiations will undoubtedly take time and effort, at least 29,000 people have deemed this venture an important one,&#8221; Graffitti said.</p>

										<content:encoded><![CDATA[<p>A new bypass which is set to cost around €8 million will be built to connect Zabbar with Smart City in Kalkara, with works slated to start in a month’s time.</p>



<p>In a briefing on Tuesday morning, Transport Malta architect Antoinette Conti told journalists that the project would aim to divert vehicular traffic away from the residential zones in the Cottonera area and also create a project that would incorporate areas for alternate means of transport.</p>



<p>The project will take up 3,000 square metres of agricultural land – but Conti pointed out that this is considerably less than the 14,500 square metres that a four-lane proposal for the area from 2007 would have taken up.</p>



<p>While the 2007 proposal cut straight through agricultural land to create a four-lane bypass, this proposal seeks instead to upgrade existing roads in the Kalkara area and connect them with an existing concrete rural road and through a field which runs underneath the St James and St Louis bastion walls in Zabbar – which will both be converted into a fully-fledged road – right up to Notre Dame Gate.</p>



<p>The final project will be a two-lane road – one lane up, one lane down – rather than a four-lane proposal which was initially mooted in 2007, but the 1.6km stretch will also include fully segregated pedestrian and cycle lanes.</p>



<p>“We want the design to complement the area,” Conti said, as she explained that the project was design in such a manner that it would preserve the bastion walls and features as much as possible: the cycle and pedestrian areas are in fact situated in the fort glacis and other ditch areas so they can be kept intact.</p>



<p>Around 30 trees and shrubs will be removed as part of the project, but Conti said that some 40 new indigenous species will be planted in their stead.</p>



<p>Architect Walter Portelli, Head of the Key Projects Section within Infrastructure Malta, said that the project would be carried out in phases, with the first one starting as early as the end of next month.</p>



<p>This first phase will impact Triq il-Missjoni Taljana and Triq Santa Liberata in Kalkara and Birgu respectively, while the second phase – which will start in around July – will see works on Triq Joseph Calleia and Triq il-Kanun tal-Mija, both in Kalkara.</p>



<p>These interventions will not require a planning permit, Portelli said, as they are within the existing footprints of the current roads.</p>



<p>Planning permits will be required for the works which will join the area around the Notre Dame Gate to Kalkara at Triq Santa Liberata, he said.</p>



<p>Conti explained that this area around Notre Dame Gate will see the most intervention.</p>



<p>Currently, there is a concrete rural road which ends around 120 metres away from Triq Santa Liberata.&nbsp;&nbsp;The concrete road will be upgraded significantly for this project, while Conti said that the expropriation process for the fields between where the concrete road currently ends and Triq Santa Liberata is currently ongoing.</p>

										<content:encoded><![CDATA[<h2>Can a car-dependent country like Malta embrace pedestrian-friendly spaces and balance accessibility, business concerns and urban connectivity? <strong>Perit ANTOINE ZAMMIT</strong>, whose urban design firm, Studjurban, is working closely with Infrastructure Malta on the <em>Vjal Kulħadd </em>project believes it’s possible.</h2>



<p>Vjal Kulħadd is a bold initiative that will challenge the status quo by prioritising people over vehicles and a meaningful transformation of public space to enhance urban life in Malta.</p>



<p>Many may be quick to dismiss Vjal Kulħadd as just another pedestrianisation effort. However, Perit Zammit views this project as a progressive initiative that reimagines urban spaces at the local level to create safer and more inclusive environments that enhance people’s quality of life.</p>



<p>“I think that the spirit of this project lies in its name – Vjal Kulħadd – roads that belong to everyone. This project is an opportunity for localities to reclaim streets as public spaces that can foster social interaction, economic vitality and environmental sustainability,” he states.</p>



<p>“I also truly believe that Vjal Kulħadd will bring a fundamental shift in how we&nbsp;start designing and experiencing our urban environments.”</p>



<p>Studjurban worked closely with Infrastructure Malta at both strategic and technical levels to ensure an urban design vision with a tangible focus on people, from shaping the initiative’s overarching framework to ensuring project proponents came up with good urban design solutions for each locality.</p>



<p>“The project is guided by three main principles to ensure well-designed spaces that&nbsp;enhance liveability and connectivity, namely a people-centric design, sustainability and resilience and placemaking and urban regeneration.”</p>



<p>“This means that while shifting the focus from vehicles to&nbsp;pedestrians, cyclists and public transport users, there will also be an integration of green infrastructure to reduce emissions and improve air quality. This will help create&nbsp;high-quality public spaces&nbsp;that foster a sense of community, encourage local businesses and support healthier lifestyles,” explains Perit Zammit.</p>



<p>Perit Zammit explained that Vjal Kulħadd is not just an infrastructural upgrade but a tangible exercise in urban design involving spatial planning considerations, good public realm design, and sustainable mobility strategies to ensure that localities may start seeing a&nbsp;meaningful transformation of their public spaces.</p>



<p>“Project selection was based on a combination of urban potential, connectivity and social impact and localities with existing pedestrian activity, opportunities for revitalisation of urban centres, and the ability to create continuous walkable networks were prioritised,” explains Perit Zammit.</p>



<p>Addressing accessibility concerns, Perit Zammit emphasised that Vjal Kulħadd is designed to enhance mobility rather than restrict it.</p>



<p>“Accessibility is a core priority in our design approach because pedestrianisation should never come at the expense of inclusivity. This is why this project ensures that public spaces cater to everyone, including the elderly and individuals with mobility impairments,” he explained.</p>



<p>Features such as step-free access, smooth surfaces, good seating design and shaded rest areas shall be carefully integrated to create a more comfortable and navigable environment. Improved public transport links, designated drop-off zones and last-mile mobility solutions further support accessibility, reinforcing the project&#8217;s commitment to universal design principles that make urban spaces intuitive, safe and welcoming.</p>



<p>Antoine acknowledges that pedestrianisation projects continue to face criticism over increased congestion and business concerns but he believes that Vjal Kulħadd’s approach is a step in the right direction.</p>



<p>“Change will always be met with hesitation, particularly from businesses worried about reduced clientele. However, international experience, and even local precedents, show that well-designed pedestrian zones tend to stimulate economic activity rather than hinder it as they increase foot traffic.”</p>



<p>“As key stakeholders, businesses need to be actively engaged in the planning process. In fact, the projects, which are being rolled out in phases to allow for refinements and ensure a smooth transition, shall ensure continued accessibility and improved wayfinding solutions to support them,” he added.</p>



<p>Previous pedestrianisation efforts could have been undermined by poor enforcement and a lack of long-term commitment. This is why Perit Zammit believes that a project like Vjal Kulħadd relies a lot on strong institutional commitment, rigorous enforcement and ongoing community involvement.</p>



<p>“Rather than being a short-term experiment, Vjal Kulħadd is designed to serve as a model for sustainable urban transformation that can be replicated in other localities. Authorities and local councils should together ensure that the necessary frameworks are in place, including enforcement mechanisms to prevent unauthorised vehicle encroachment and maintain the integrity of pedestrian spaces.”</p>



<p>Perit Zammit’s ample experience with the Slow Streets project and the redesign of a number of public spaces has shown him that a shift from a car-centric mentality is challenging, but at the same time, both necessary and achievable.</p>



<p>“Malta has long relied on private vehicles but there is a growing recognition of the need for safer, healthier and more liveable urban spaces. Many European cities have faced such resistance but managed to successfully transition to pedestrian-friendly environments.”</p>



<p><a>“The key to changing our current approach to mobility is to provide tangible improvements that people can experience firsthand because when people find their streets more enjoyable and businesses start thriving, acceptance naturally follows. I believe that Vjal Kulħadd is an important step in this direction,” he added.</a></p>



<p>Antoine’s advice to those localities aspiring to adopt similar projects is a simple one.</p>



<p>“Localities need to start thinking more holistically in terms of sustainable urban planning before considering short-term traffic solutions. Early engagement with residents, businesses and stakeholders is also crucial to pass on the correct information and build the needed support. And before committing to any permanent changes, localities can start by hosting trial small-scale initiatives like weekend pedestrian zones to demonstrate the benefits involved.”</p>



<p>Antoine hopes that the success of Vjal Kulħadd will inspire other localities to follow suit.</p>



<p>“All it takes is a shift in mindset. 										<content:encoded><![CDATA[<p>Malta International Airport has unveiled an updated investment programme totalling €345 million, which it said will deliver significant operational, commercial and sustainability-related improvements between 2025 and 2029.</p>



<p>Addressing a press conference, Malta International Airport CEO Alan Borg said that this programme will build on the investments undertaken by the company over the past two years to continue future-proofing the airport infrastructure. Borg went on to present key investments that are set to be concluded in 2025, including the Apron 8 South project, which will increase aircraft parking capacity by 40%, and the Westward Expansion, which has seen the terminal grow by 1,550 square metres to allow for a smoother incoming journey.</p>

<p>The company announced its next significant investment &#8211; the Eastward Expansion. This will entail the extension of the terminal by 6,000 square metres, which will allow for the introduction of additional gates, check-in desks and circulation space to improve departing guests&#8217; airport experience. For further convenience, the building will be directly connected to the airport multi-storey car park, Park East, it was said.</p>



<p>Speaking about the investment programme, Borg said that it is broken down as an investment of €120 million into retail and property, €201 million into airport operations, and €24 million into sustainability efforts.</p>



<p>Borg commented that this updated investment programme, and in particular the eastward expansion, &#8220;reaffirms our commitment to continue evolving Malta International Airport to further improve the guest experience&#8221;. He stated that the chosen design for the new building seeks to integrate contemporary elements with more familiar ones, as he remarked that this shows that while the company is prepared to write the airport&#8217;s next chapter, &#8220;we remain mindful of our past&#8221;.</p>



<p>In terms of sustainability efforts, Borg said that the investment programme will also see the company invest further in infrastructure which will enable it to honour its environmental commitments, in particular the target of CO2 neutrality. He said that the airport&#8217;s fifth and largest photovoltaic farm is set to be commissioned in Q3 2025 and will more than double clean energy generation capacity. &#8220;This is a key project for us to achieve carbon neutral status by the end of this year,&#8221; Borg said, as he continued that the fifth photovoltaic farm will be complemented by energy-saving measures which include an upgrade of the heating, ventilation, and air-conditioning systems to more sustainable systems.</p>



<p>Deputy Prime Minister Ian Borg, who also holds the position of Minister for Tourism and Foreign Affairs, spoke at the press conference and commented that the airport plays a crucial role in the first and last impressions of visitors as the gateway to Malta. &#8220;It is more than just a transport hub. It is a vital engine driving tourism, trade, and investment.&#8221;</p>



<p>The Deputy Prime Minister remarked that the tourism sector has experienced remarkable growth in the past fifteen years. He added that whilst the industry faced significant disruptions due to the pandemic, it has also since demonstrated an exceptional recovery.</p>



<p>Having said that, he added that it is also essential to look beyond arrival figures, as he continued that tourist arrivals have tripled yet total tourist nights have increased by just double, which he said reflects a decrease in average length of stay. He said that there has been a surge in total tourist expenditure, with a rise from €1 billion in 2009 to €3.3 billion in 2023, which he said comes to approximately €1,000 spent per tourist.</p>



<p>He said that these strategic investments are not just improvements, but that they are also a commitment to excellence ensuring that MIA continues to uphold the highest standards of service.</p>



<p>&#8220;Aviation connectivity is the backbone of Malta&#8217;s tourism industry,&#8221; Deputy Prime Minister Borg said. He concluded that the plans announced during the press conference underscore a shared commitment to enhance Malta&#8217;s connectivity.</p>



<p>When asked for potential timeframes for the eastward expansion&#8217;s completion, the MIA CEO said that deadlines realistically cannot be provided at this moment and that a more specific timeframe could be determined once bids start coming in for the project.</p>

										<content:encoded><![CDATA[<p>The regeneration work on the main square of Buġibba has officially begun, with an investment of €10 million in one of Malta’s most popular tourist and entertainment destinations. This project, jointly led by the Malta Tourism Authority (MTA) and Infrastructure Malta (IM), aims to breathe new life into the square and enhance its identity for both locals and visitors.</p>



<p>During a press conference attended by members of the local council and representatives of the business community, Minister for Transport, Infrastructure, and Public Works, Chris Bonett, explained that the last intervention in this area of Buġibba dates back more than 20 years. “This government’s vision is clear: we are regenerating and improving public spaces across the country, giving them new life and making them more attractive for Maltese, Gozitans, and the tourists who visit us.”</p>

<p>The minister also highlighted that this project is located just a few hundred meters from another Infrastructure Malta initiative in the area — the new breakwater and ferry landing, which is now in its final phase. “We are committed to continuing our investment in projects that enhance the quality of life in our country while supporting the private sector in upgrading and improving their offerings, which will then be enjoyed by both tourists and locals alike,” Minister Bonett stated.</p>

<p>Infrastructure Malta’s CEO, Steve Ellul, outlined the phases of this project, which is expected to be completed by the summer of 2026. Apart from giving the square a completely new look, Infrastructure Malta will also be upgrading underground services and regenerating the roads leading to this area. He expressed his gratitude to all those involved in bringing this project to life and emphasized that Infrastructure Malta and the Malta Tourism Authority are working hand in hand to ensure the project is completed on time while minimizing disruptions for those frequenting the area.</p>

<p>The project was set to be concluded last year, but was only inaugurated this week by Transport Minister Chris Bonett and Tourism Minister Clayton Bartolo. The project was carried out in fits and starts, given the popularity of the area during the summer months, during which work was halted to make it easier for beachgoers, although access to the sandy bay and the restaurants in the area was limited for long stretches on time.</p>



<p>In a statement, the government said that the works, that spanned 3km on the carriageways from Ċirkewwa, began near the Armier roundabout and reached the roundabout on the lower part of Għadira bay.</p>



<p>It said that the works included installation of water services, new systems of energy distribution as well as newly-laying the road and working on aesthetics. It added that whilst these works were going on, the Tourism Authority worked on the promenade from the roundabout at the start of Għadira bay to the Armier parking.</p>

<p>The government said that the project included a new organization of the road with the introduction of parking on the side of the bay that sees much activity. Parking on the other side of the road has been eliminated, with the result that the number of parking spaces has been drastically reduced.</p>



<p>“Everything is indicating that this year will be one of more great successes in tourism in terms of arrivals, nights spent and, significantly, the expenditure into our economy,” Bartolo said.</p>



<p>Bonett said an investment of this type shows that through the coordination between entities, projects that for a long time were thought to be too difficult to be done can be realized and give high quality results.&nbsp;&nbsp;</p>



<p>The Chief Executive of Infrastructure Malta, Ivan Falzon, noted how, through this expenditure, the Għadira area became easier to be enjoyed by families throughout the whole year and not only in summer.</p>

										<content:encoded><![CDATA[<p>The Dar San Ġużepp elderly home in Għajnsielem was inaugurated on Thursday morning by Prime Minister Robert Abela, who described it as a home that offers quality of life to the Gozitan elderly.</p>



<p>A government statement read that the home, which began welcoming its first elderly residents in recent months, has 120 beds spread over four floors.</p>



<p>The home meets high standards and includes spacious areas open for residents&#8217; enjoyment, it said.</p>



<p>Abela said that the location had potential for various projects, but government chose to establish a home for the Gozitan elderly.</p>



<p>&#8220;The choice was not only the government&#8217;s. It was the government with the Church and the private sector collaborating to offer the service. There is no better example of how we want to work together,&#8221; Abela said.</p>

<p>Referring to the strategy for Gozo for the next ten years, saying that improving the quality of life for all Gozitans, including the elderly, is a top priority, Abela spoke about the need for the elderly to remain active, both when living independently within the community and when entering residential care.</p>



<p>He emphasized that the country&#8217;s demographic situation can be exploited so that the elderly who enter residential care remain active and involved in the community.</p>



<p>Abela mentioned various day centres spread around the island, the University of the Third Age, night centres, and a wide range of services offered at the heart of Gozitan communities.</p>



<p>Abela said that, along with new community clinics and health centres, efforts will continue to ensure that the elderly live comfortably, with full accessibility to the services offered.</p>



<p>Gozo Minister Clint Camilleri said that this is an important investment, saying the home for the elderly is of the highest level, and will welcome around 120 elderly men and women.</p>



<p>The home will also guarantee the quality of life of our elderly, he said, adding that the residents who have already moved in and are living here have given very positive feedback.</p>



<p>Before the inauguration, Abela and Camilleri met with the residents and staff of the home. 										<content:encoded><![CDATA[<p>The First Hall of the Civil Court has rejected a request for a retrial of the objection filed by NGOs against db Group’s St. George’s Bay project at the former ITS site.</p>



<p>The decision, handed down by Mr. Justice Lawrence Mintoff this morning, rejects the request for a retrial, which means that the permit now stands.</p>



<p>The objectors, which include several environmental NGOs, and the local councils of Pembroke and Swieqi had requested the revision of two decisions handed down by Chief Justice Mark Chetcuti that gave the go-ahead for the development of the former Institute of Tourism Studies site into a hotel, retail and residential complex.</p>



<p><a href="https://ads.independent.com.mt/www/delivery/ck.php?oaparams=2__bannerid=7528__zoneid=84__cb=b669359fe5__oadest=https%3A%2F%2Fwww.siciliaoutletvillage.com%2Fen%2F" target="_blank" rel="noreferrer noopener"></a>The appeals, one of which had been filed by residents and NGOs, including Moviment Graffitti, Din L-Art Helwa and Friends of the Earth Malta against DB, the ERA and the PA, and a second appeal filed by the Pembroke St. Julians and Swieqi Local Councils together with the same NGOs and residents, had been filed after their objections were rejected by the Environment and Planning Review Tribunal in December 2021.</p>



<p>db Group had accused NGOs of doing the bidding of their competitors by seeking the retrial of their objection to its St George’s Bay project, and of remaining silent on neighbouring projects. It said the objectors were refusing to accept the verdict and that they were, “effectively defying the judgement.”&nbsp;</p>



<p>Last May, the&nbsp;Chief Justice handed down two decisions&nbsp;ending a years-long battle by NGOs and residents to stop the development from moving forward.</p>



<p>Proposed in 2017, the plans for the site include the construction of 386 room 5-star hotel rooms in a 12-storey hotel, as well as 179 residences housed in two towers, 17 and 18 storeys high. The plans also included office space, a shopping mall, restaurants and a car park.</p>

<p><strong>Db Group happy to be “fully and unquestionably vindicated”</strong></p>



<p>Reacting to the decision, the db Group said it was “deeply satisfied” to have reached the end of what it described as an “8-year process of intense media, procedural and legal scrutiny,” with had resulted in a “definitive validation that our project is in line with all established laws, regulations, norms and good practices. Quite simply, the db Group has been fully and unquestionably vindicated.”</p>



<p>“Never has a project in Malta been subjected to this extent of evaluation. This is not meant to express rancour. On the contrary, we believe that this arduous process made our project better and even more unique. For this, we heartily thank everyone, even our harshest critics, for helping us reimagine, rethink and refine where necessary, making a very good thing even better. We have accepted all reasonable requests and criticism. As we promised all along, we listened, we acted.”</p>
