Melita and Epic have reached an agreement to combine their operations, bringing together two of Malta’s major telecommunications providers in a deal that remains subject to regulatory approval, the companies said in a statement on Wednesday.
A statement by the two companies said that under the proposed transaction, Melita will acquire 100% of Epic from Monaco Telecom in the future. The combination and the companies’ intended future investment remain subject to customary merger control and other regulatory approvals.
Until those approvals are obtained, Melita and Epic will continue to operate and compete independently, the statement said.
The companies said the move would combine their respective strengths in fixed and mobile telecommunications and create the scale needed to increase investment in Malta’s digital connectivity and infrastructure.
They said the combined operation would be in a stronger position to invest in next-generation infrastructure, improve fixed and mobile network quality and coverage, and provide faster connectivity to customers across Malta.
According to the statement, growing demands on telecommunications providers require sustained investment as customers increasingly expect faster speeds, more resilient infrastructure and advanced cyber security capabilities.
The companies said such investment is more difficult for smaller operators to undertake independently, particularly within a relatively small market such as Malta.
By combining their operations, Melita and Epic said they would be able to invest in their networks and services at a greater pace and scale, while competing more effectively within the Maltese telecommunications market.
They said the agreement is intended to provide better network quality and greater choice for customers through a more seamless offering across fixed and mobile services.
The companies also said improved fixed and mobile coverage would support Malta’s wider economic development by strengthening connectivity for consumers, businesses and the public sector.
Melita CEO Harald Roesch said the agreement was centred on investing in the connectivity Malta depends on.
“Malta needs serious, sustained investment in its digital infrastructure, and that is harder for smaller operators to fund on their own,” Roesch said.
“Our companies have complementary strengths, with leading networks in fixed and mobile. Bringing them together is about building something better for our customers and for Malta.”
Epic CEO Pierre-Etienne Cizeron said the agreement marked “an important milestone for Malta’s digital future”.
“By bringing together the strengths of Epic and Melita, we are creating a stronger provider with the scale to invest further in world-class networks, digital services and customer experience,” Cizeron said.
“Our shared ambition is simple: to deliver even greater value, choice and connectivity to consumers and businesses across Malta while supporting the country’s continued digital development.”
The companies said there would meanwhile be continuity for customers and no impact on employees of either company.
Melita, founded in 1992, provides broadband internet, television, mobile and fixed-line telephone services, as well as business services including connectivity, data centre, cloud and Internet of Things services. It has been owned by Infrastructure at Goldman Sachs Alternatives since 2025.
Epic provides mobile and fixed telephony, internet, television, ICT business solutions and specialised services for the maritime industry. It has been owned by Monaco Telecom since 2020.
